Customs duty thresholds to experience a twofold increase

March 13, 2024

The Jamaican government has announced significant changes to customs duty thresholds, set to take effect in April. Finance Minister Dr. Nigel Clarke unveiled the adjustments during the opening of the 2024/25 Budget Debate in the House of Representatives. The changes include doubling the duty threshold for personal items from US$50 to US$100 and increasing the duty on personal effects for travelers from US$500 to US$1,000.

These changes aim to accommodate the growing trend of e-commerce and ease congestion at airports during peak seasons. Dr. Clarke highlighted the global e-commerce market’s immense scope and emphasized the importance of accessibility, mobile devices, internet infrastructure, and secure payment systems in driving its expansion.

“Increasing the de minimis value of imported goods will facilitate access to a wider variety of goods for local consumers and will facilitate activity in the local economy by way of intermediaries and shipping companies eager to capitalise on increased activity,” stated Dr Clarke.

The term “de minimis value” refers to a threshold beneath which certain regulations, taxes, or duties remain unapplied or unenforced. An amount that Dr Clarke elucidated “would not be considered economically feasible, productive, or efficient to collect on those items below the threshold”.

Despite the projected cost ($864 billion) to the country, Dr. Clarke justified the adjustments by pointing out their minimal contribution (0.5%) to overall customs revenue while significantly impacting passenger flow and the tourism experience. Additionally, he underlined the substantial benefits accrued by the shipping and logistics subsector due to the growth of e-commerce, projecting further growth and gains in productivity, labour, and revenue resulting from the increase.
